Does Meta's 1 October 2026 WhatsApp change affect you?

Most of the coverage says every WhatsApp business is about to be charged. That is not true, and for a lot of businesses nothing changes at all. Answer three questions and find out where you actually stand.

This change does not apply to you.

You are on the free WhatsApp Business app. The 1 October 2026 change is a change to the WhatsApp Business Platform, which is Meta's API for software, and it is a separate product with separate billing.

Messages you type yourself in the green app are not billed per message. Meta's own documentation is explicit that they do not create, extend or affect Cloud API conversation windows or Cloud API pricing. Nothing about your setup changes on 1 October.

You only reply to people who messaged you first, so template messages and their charges never enter into it.

This tool shows no prices on purpose. Meta sets the rates, they differ by country and by message category, and they change. Meta publishes them as downloadable rate cards rather than as a figure on a page, so anyone quoting you one number for every business is guessing. What we can tell you exactly is the part Meta does publish plainly: the first 1,000 service messages per phone number per month are free, and there are no volume discounts on the ones after that.

Why so much of the coverage is wrong

There are two completely separate products here, and most write-ups treat them as one. The WhatsApp Business app is the free green app you install on a phone. It has no billing account, no rate card and no per-message charges. The WhatsApp Business Platform is Meta's API, which software connects to, and it is where per-message pricing, rate cards and volume tiers live.

The 1 October change belongs entirely to the second one. Reported without that distinction it reads as a charge on every WhatsApp business, which is a false alarm aimed at exactly the people it does not affect. If you run your shop from the green app on your phone, nothing about your costs changes.

What a service message actually is

When a customer messages you, a 24 hour customer service window opens. Inside it you can reply freely, in your own words, without Meta approving anything first. Those free-form replies are service messages. The window resets every time the customer writes again.

Outside that window you cannot send free-form text at all. You send an approved template instead, and those have always been billed. Service messages were free from November 2024 until 1 October 2026, which is the change this page is about. What is new since 1 September 2026 is the allowance: the first 1,000 a month, per business phone number, are still free.

What this means if you are thinking about automation

A common worry is that adding an AI assistant multiplies your Meta bill. It does not, in the way people expect. Meta bills the message and not the author, so an AI reply and a human reply cost exactly the same. What matters is the message count, which means an assistant that answers in one clear message is cheaper than one that splits the same answer across four.

The other half is the allowance, and it is worth doing the arithmetic rather than guessing. A thousand free service messages a month is about 33 a day. If a typical conversation takes three or four replies, that is roughly eight to eleven conversations a day before anything is charged. A quiet shop will never reach it.
